Tom Barnes, Chief Executive Officer, Municipal Insurance Association (MIA) made a
presentation to Council that provided an overview of the services available through MIA,
some of which include:
Insurance and liability coverage
Insurance brokerage services for insurances not provided by MIA
Risk management planning
In-house legal department
Liability insurance for community organizations (can be covered by MIA if they are
working under the control of the municipality) but normally this is not the case and
then MIA has links to insurance agencies with good rates for community groups.
Council reviewed the staff report which provided information on the lines of insurance
purchased by the City of Maple Ridge.
Auxiliary Constable Program
Paul Gill, General Manager: Corporate & Financial Services introduced this item to
Council and provided an update on the Auxiliary Constable Program.
Council passed a resolution to support Option 3 (Tiered Program) for the RCMP Auxiliary
Constable Program.

Council Policy 6.2 - Development Sign Policy
Review
Christine Carter, Director of Planning introduced this item to Council.
Amelia Bowden, Planning Technician reviewed the recommended changes to the sign
policy.
Council passed a resolution to receive the Council Policy 6.21 - Development Sign
Policy for information and that it be forwarded to the Development Liaison Committee
for review by the Urban Development Institute (UDI) and the Greater Vancouver
Homebuilders’ Association (GVHBA).
Housing Action Plan Implementation -
Incentives for Rental Housing Options
Christine Carter, Director of Planning introduced this item to Council.
Siobhan Murphy, Planner reviewed the Housing Action Plan Implementation —Incentives
for Rental Housing Options which included the background, federal and provincial
initiatives and identified the possible incentives for Maple Ridge.
Council discussed the concerns of the jurisdiction (federal, provincial and municipal)
and the role of government for addressing rental housing and directed staff to prepare
reports on the following incentives for rental housing as part of the Planning
Department’s 2017 work plan;
a. Fast Tracking Applications
b. Reduce/Waive Development Cost Charges
c. Reduce/Waive Rezoning, Development Permit and Building Permit Fees
d. Payment of Fees for Legal Documents
e. Detached Garden Suites Pilot Project
Youth Strategy Draft Report
Kelly Swift, General Manager: Community Development, Parks & Recreation Services
introduced this item to Council.
Meghan MacMillan, Youth Programmer reviewed the Youth Strategy Draft report with
Council which included the City’s role, potential partners, updated action items and the
enhanced implementation plan.
Council endorsed the Youth Strategy and directed staff to create a report that includes
a multi-year implementation plan for Council’s consideration.
