Laurie Darcus, Manager of Legislative Services reviewed the procedure for bringing
back a resolution for reconsideration and advised that the Mayor may require Council
reconsideration of a matter subject to Section 131 of the Community Charter.
Council reviewed the resolution that was passed at the February 20, 2017 Council
Workshop meeting.
Kelly Swift, Acting Chief Administrative Officer reviewed the Social Planning Workshop
report which provided information on Social Planning, a comparison of other
communities’ Social Planning resources and a list of options for review with Council.
Council defeated the following two motions:
That staff be directed to move forward with the direction identified in the 2017
Business Plan for Social Planning, including filling the two proposed staff positions.

Union of British Columbia Municipalities
(UBCM) Resolutions 2017
Council reviewed the Union of British Columbia Municipalities (UBCM) Resolutions
2017 staff report and passed a motion to forward the UBCM resolutions found in the
March 20, 2017 report to the Lower Mainland Local Government Association (LMLGA)
to be included for debate at the LMLGA Conference and then be forwarded to UBCM
for consideration at the next UBCM Convention.
