ADOPTION OF THE AGENDA The agenda was adopted as with the addition of the following item. 4.8 Trail Maintenance Council Workshop Minutes July 16, 2012 Page 2 of 6 2. MINUTES R/2012-333 Minutes It was moved and seconded July 9, 2012 That the minutes of the Council Workshop Meeting of July 9, 2012 be adopted as circulated. CARRIED 3. PRESENTATIONS AT THE REQUEST OF COUNCIL – Nil 4. UNFINISHED AND NEW BUSINESS 4.1 Port Haney Neighbourhood Change Project Report  Yvonne Desabrais and Graeme Ross, Co-chairs of the Port Haney Neighbourhood Change Initiative Ms. Desabrais and Mr. Ross reported on progress of the Port Haney Neighbourhood Change Project. They spoke to successful work done, highlighted activities organized and/or participated in and outlined projects for the coming year as well as current work being done. They also provided information on a park the Port Haney Neighbourhood Change Initiative would like to see in the future for the neighbourhood. 4.2 Capital Works and Development Update A PowerPoint presentation was provided by the Municipal Engineer, the Park Planning Technician and the Manager of Development and Environment Services outlining projects for each department. The Municipal Engineer presented the Capital Plan highlights for the Engineering Department. He highlighted various street improvement projects and spoke to upcoming projects. The Park Planning Technician provided an overview of the Capital Plan Highlights for Parks and Leisure Services. She highlighted new park developments in Maple Ridge. The Manager of Development and Environmental Services provided an update on ongoing private investment in Maple Ridge in 2012. He spoke to Council Workshop Minutes July 16, 2012 Page 3 of 6 achievements in the municipality and highlighted investment activity in the downtown area. Note: The meeting was recessed at 10:45 a.m. and reconvened at 10:53 a.m. 4.3 Animal Control Bylaw Staff report dated July 16, 2012 providing information on a proposed new animal control bylaw. The Director of Licences, Permits and Bylaws reviewed the report. R/2012-334 Proposed New Animal Control It was moved and seconded Bylaw That the staff report dated July 16, 2012 titled “Animal Control Bylaw” be received for information. CARRIED 4.4 Secondary Suites and Temporary Residential Uses – Process Report Staff report dated July 16, 2012 recommending that the secondary suites review process be endorsed. The Manager of Community Planning reviewed the report. R/2012-335 Secondary Suites And Temporary It was moved and seconded Residential Uses Process Report That the Secondary Suites Review process outlined in the staff report titled “Secondary Suites and Temporary Residential Uses – Process Report” dated July 16, 201, be endorsed. CARRIED Council Workshop Minutes July 16, 2012 Page 4 of 6 4.5 Maple Ridge Floodplain Fill Policy Staff report dated July 16, 2012 recommending that the “Regulation of Earth Fill within Floodplains Policy” be forwarded to the Council Meeting of July 24, 2012. The Municipal Engineer reviewed the report, outlined the proposed policy and spoke to the basis of the policy. R/2012-336 4.5.1 Maple Ridge Floodplain Fill It was moved and seconded Policy That the following recommendation be forwarded to the July 24, 2012 Council Meeting: That the “Regulation of Earth Fill within Floodplains Policy” be adopted. CARRIED R/2012-337 4.5.2 ALC and District Jurisdictional Gaps It was moved and seconded Farm fill positions That the Agricultural Advisory Committee be requested to review and propose an advocacy position for potential improvements of Agricultural Land Commission and District jurisdictional gaps and consider a position on the proposed Agricultural Land Commission body of work to address farm filling across the Province. CARRIED 4.6 2012 Business Class Property Taxation Staff report dated July 16, 2012 providing information on the tax rate assessed to Business Class 6 properties. The General Manager of Corporate and Financial Services reviewed the report. Council Workshop Minutes July 16, 2012 Page 5 of 6 4.7 2012 Major Industry Class Property Taxation Staff report dated July 16, 2012 comparing the District of Maple Ridge’s current Major Industry tax rate to other municipalities in the area. The General Manager of Corporate and Financial Services reviewed the report. 4.8 Trail Maintenance Councillor Hogarth expressed concern with an overgrown horse trail along 104 Avenue west of 240 Street and asked whether the Haney Horsemen or the District of Maple Ridge is responsible for maintenance. The General Manager of Community Development, Parks and Recreation Services advised that a transition process for trail maintenance is taking place between the Haney Horsemen and the District and that once the transition is complete, trail maintenance will fall to the Parks and Leisure Services Department. 5. CORRESPONDENCE 5.1 Alcohol and Other Drug Monitoring Project - increase in BC overdose hospitalizations E-mail dated June 21, 2012 from the Alcohol and Other Drug Monitoring Project providing information on a study finding an increase in BC overdose hospitalizations. R/2012-338 Alcohol and Other Drug Monitoring It was moved and seconded Project That the e-mail dated June 21, 2012 from the Alcohol and Other Drug Monitoring Project be forwarded to the Maple Ridge Social Planning Advisory Committee for comment. CARRIED Council Workshop Minutes July 16, 2012 Page 6 of 6 5.2 Privatization of Liquor Distribution Councillor Ashlie and Councillor Hogarth spoke to a letter received pertaining to the privatization of government liquor distribution centres. It was the consensus of Council to have the letter placed on a future Council Workshop agenda. 6. BRIEFING ON OTHER ITEMS OF INTEREST/QUESTIONS FROM COUNCIL – Nil 7. MATTERS DEEMED EXPEDIENT – Nil 8.
