ADOPTION OF THE AGENDA R/2018-038 It was moved and seconded That the agenda of the January 23, 2018 Council Workshop Meeting be adopted as circulated. CARRIED 2. MINUTES 2.1 Minutes of the January 9, 2018 Council Workshop Meeting R/2018-039 It was moved and seconded That the minutes of the Council Workshop Meeting of January 9, 2018 be adopted as circulated. CARRIED Council Workshop Minutes January 23, 2018 Page 2 of 5 3. PRESENTATIONS AT THE REQUEST OF COUNCIL – Nil 4. MAYOR’S AND COUNCILLORS’ REPORTS Councillor Bell Councillor Bell advised on registration for the Lower Mainland Local Government Association and on the timeline for the submission of resolutions. She commented on the grant received from the Union of British Columbia Municipalities (UBCM) for Emergency Preparedness. Councillor Bell requested an information update on the Alternative Approval Process. The Corporate Officer provided information on the Alternative Approval Process. Councillor Masse Councillor Masse attended meetings of the Maple Ridge Environmental Advisory Committee, the Metro Vancouver Climate Change Committee and School District No. 42. He advised Council that he will not be running in the upcoming 2018 election. Councillor Speirs Councillor Speirs attended meetings of the Maple Ridge/Pitt Meadows Municipal Advisory Committee on Accessibility and Inclusiveness and School District No.42. He also attended a meeting of the Maple Ridge Community Heritage Commission and spent time at musical venues throughout Maple Ridge. Councillor Robson Councillor Robson attended a meeting with School District No. 42. Councillor Duncan No report Mayor Read Mayor Read reported that she is continuing to work on the mobility pricing issue. She commented on the January 2018 yearly report from the Health Officer on the opioid overdose emergency. UNFINISHED AND NEW BUSINESS 5.1 Annual Update – Economic Development Staff report dated January 23, 2018 providing the Economic Development 2018-2022 Business Plan. The Manager of Economic Development gave a power point presentation providing a work program update for the department and reviewed the 2018- 2022 operating budget. Note: The meeting was recessed at 7:02 p.m. and reconvened at 7:32 pm. 5.2 2018 Property Assessment Review Staff report dated January 23, 2018 providing information on 2018 property assessments provided by BC Assessment. The Assistant Manager of Revenue and Collections reviewed the staff report. 5.3 YMCA Partnership Proposal Staff report dated January 23, 2018 recommending that staff facilitate a conversation with School District No. 42 and the YMCA to explore a partnership with the City of Maple Ridge for the operation of the proposed Albion Community Centre. The General Manager of Parks, Recreation & Culture reviewed the staff report. R/2018-040 It was moved and seconded That staff facilitate a conversation with School District No. 42 and the YMCA to explore the feasibility of a tri-party relationship with the City of Maple Ridge for the operation of the proposed Albion Community Centre on a joint park/school site. CARRIED 6. CORRESPONDENCE 6.1 YWCA Metro Vancouver Letter dated December 7, 2017 from Janet Austin, CEO, YWCA Metro Vancouver providing information on plans to expand affordable housing for single mothers throughout the region. Council Workshop Minutes January 23, 2018 Page 4 of 5 The General Manager of Parks, Recreation & Culture reviewed the letter and advised that the YWCA Metro Vancouver has been invited to attend an upcoming Council meeting to provide a presentation. 6.2 District of Sicamous – Prevention of Quagga and Zebra Mussels Letter dated November 29, 2017 from Terry Rysz, Mayor, District of Sicamous requesting support for a request to the Minister of Environment and Climate Change Strategy for funding to increase awareness and education for the threat of Quagga and Zebra mussels into BC Lakes R/2018-041 It was moved and seconded That the letter dated November 29, 2017 from Terry Rysz, Mayor, District of Sicamous be referred to the Maple Ridge Environmental Advisory Committee. CARRIED 6.3 District of West Kelowna – Tax Revenue from the Sale of Cannabis Letter dated December 13, 2017 from Doug Findlater, Mayor, District of West Kelowna, requesting support for a formal agreement that 50% of the Provincial share of the cannabis tax sharing formula be provided to local governments. Note: Items 6.3 and 6.4 were dealt with as one item. R/2018-042 It was moved and seconded That the City of Maple Ridge write a letter to the Provincial Government in support of the District of West Kelowna and the District of Kent . DEFEATED Mayor Read, Councillor Duncan, Councillor Masse and Councillor Shymkiw - OPPOSED R/2018-043 It was moved and seconded That a response to the letters from the District of West Kelowna and the District of Kent on cannabis sales revenue sharing be deferred until further information is available on the Provincial distribution level. CARRIED Council Workshop Minutes January 23, 2018 Page 5 of 5 6.4 District of Kent – Cannabis Sales Revenue Sharing Letter dated January 16, 2018 from John Van Laerhoven, Mayor, District of Kent, requesting support for a formal agreement that 50% of the Provincial share of the cannabis tax sharing formula be provided to local governments. 7. BRIEFING ON OTHER ITEMS OF INTEREST/QUESTIONS FROM COUNCIL Councillor Shymkiw provided information on resources for single fathers offered by Maple Ridge Pitt Meadows Community Services 8.
