He joined the meeting at 5:32 p.m. Councillor Duncan participated via telephone at the start of the meeting. She joined the meeting in person at 5:37 p.m. 1. ADOPTION OF THE AGENDA R/2018-212 It was moved and seconded That the agenda of the April 17, 2018 Council Workshop Meeting be amended with the addition of Item 4.4 Mussallem Residence Donation as per addendum and adopted as amended. The General Manager of Parks, Recreation & Cultural Services provided clarification on the donation of the Mussallem Residence to the City by BC Housing. CARRIED Councillor Duncan - OPPOSED 2. MINUTES – Nil 3. PRESENTATIONS AT THE REQUEST OF COUNCIL – Nil 4. UNFINISHED AND NEW BUSINESS 4.1 Development Liaison Committee – Feedback on Community Amenity Contributions (“CACs”) • Jeff Fisher, Urban Development Institute • Mark Sakai, Greater Vancouver Homebuilders Association The General Manager of Public Works and Development introduced the topic and provided information on the background leading to the discussion. He provided a PowerPoint presentation highlighting resolutions previously discussed at a March 6, 2018 Council Workshop Meeting. Mr. Fisher and Mr. Sakai provided backgrounds on the Urban Development Institute (“UDI”) and the Greater Vancouver Homebuilders Association (“GVHBA”) and the memberships of both organizations. They commented on Maple Ridge’s Development Liaison Committee and the positive aspects experienced by UDI and GVHBA through participation on the committee. Mr. Fisher and Mr. Sakai addressed the issues of community amenity contributions and affordable housing and outlined where their membership stood on these topics. Note: Councillor Robson excused himself from discussion of Item 4.2 at 6:27 p.m. due to conflict as a picture of his home is in the Heritage Resources of Maple Ridge 2018. He did not return to the meeting. Council Workshop Minutes April 17, 2018 Page 3 of 4 4.2 The Heritage Resources of Maple Ridge “Heritage Inventory” Presentation by Don Luxton, Donald Luxton and Associates Staff report dated April 17, 2018 recommending that the Heritage Resources of Maple Ridge 2018 document be endorsed. The Director of Planning introduced the topic. Mr. Luxton gave a PowerPoint presentation outlining the process involved in the development of the Maple Ridge Heritage Inventory Review. He spoke on the purpose of the project, the methodology and work plan for various past, current and future stages and the consultation involved. Mr. Luxton advised on the updating of the Heritage Evaluation, research undertaken for existing and new sites and recommendations for the Heritage Resources of Maple Ridge 2018 document. R/2018-214 It was moved and seconded That the Heritage Resources of Maple Ridge 2018 document be endorsed. CARRIED 4.3 Open Government Application Staff report dated April 17, 2018 recommending that staff be directed to submit an application to the Smart Cities Challenge and that the application be endorsed. The Chief Information Officer reviewed the report. She advised on amendments to the resolution provided in the staff report. R/2018-215 It was moved and seconded That the application to the Smart Cities challenge with a Challenge Statement of “The City of Maple Ridge will provide its citizens access to the data, information, tools and applications that they need to connect with each other and with their local government so that every citizen who wants to participate and collaborate in Community issues is empowered to do so” be endorsed.
