APPROVAL OF THE AGENDA R/2018-603 It was moved and seconded That the agenda of the November 20, 2018 Council Workshop Meeting be approved as circulated. CARRIED 2. MINUTES – Nil 3. PRESENTATIONS AT THE REQUEST OF COUNCIL – Nil Council Workshop Minutes November 20, 2018 Page 2 of 5 4. UNFINISHED AND NEW BUSINESS 4.1 Cannabis Retail Processing and Evaluation Criteria - Discussion Paper Staff report dated November 20, 2018 recommending that Council Policy “Cannabis Retail Store Processing and Evaluation Criteria” be forwarded to the next Regular Council meeting for consideration of adoption. The General Manager Public Works and Development introduced the topic. The Director of Planning and the Senior Advisor, Bylaw and Licensing Services gave a PowerPoint presentation providing the following: • Background on the process to prepare a Council policy pertaining to Cannabis Retail Store Processing and Evaluation Criteria • Jurisdiction – Federal, Provincial, Local • Outline of zoning regulations • Maps outlining how zoning regulations will work • Information on Government operated stores • Council resolution requesting preparation of a policy and procedures for reviewing cannabis retail store applications • Proposed process • Highlights of the policy • Summary of related work items • Staff recommendation R/2018-604 It was moved and seconded That Council Policy “Cannabis Retail Store Processing and Evaluation Criteria” be forwarded to the next Regular Council meeting for consideration of adoption. CARRIED 4.2 Update on Alouette River Ecosystem Partnership Staff report dated November 20, 2018 providing an overview of work done to date in response to a notification by BC Hydro of its intention to review a water use licence related to the Alouette-Stave-Ruskin hydroelectric system. The General Manager Parks, Recreation and Cultural Services reviewed the staff report. Council Workshop Minutes November 20, 2018 Page 3 of 5 4.3 2018-409-RZ, Residential Infill Policy and Bylaw Introduction Staff report dated November 20, 2018 recommending that Maple Ridge Official Community Plan, No. 7493-2018, Maple Ridge Zone Amending Bylaw No. 7504-2018 and Subdivision and Development Servicing Amending Bylaw No. 7507-2018 be forwarded to the November 27, 2018 Council Meeting for first and second reading. The General Manager Public Works and Development introduced the topic. The Planner gave a PowerPoint presentation providing the following: • Background on increasing housing choice in Maple Ridge • Current policy on infill development • Small lot subdivision potential • Respecting neighbourhood context • R-4 zoning regulations • Staff recommendation R/2018-605 It was moved and seconded That Official Community Plan Amending Bylaw No. 7493-2018, Zone Amending Bylaw No. 7504-2018, and Subdivision and Development Servicing Amending Bylaw No. 7507-2018 be forwarded to the next Council meeting scheduled for November 27, 2018, to be considered for first and second reading. CARRIED 4.4 Council Procedure Bylaw Discussion Staff report dated November 20, 2018 recommending that staff prepare a Council Procedure Bylaw based upon input from Council. The Director of Corporate Administration reviewed the staff report and highlighted proposed changes to the current Council Procedure Bylaw. R/2018-606 It was moved and seconded That staff prepare a Council Procedure Bylaw based upon input from the Council Workshop discussion of November 20, 2018.
