The Minutes of the City Council Meeting held on March 12, 2019 at 7:01 pm in the
Council Chamber of the City Hall, 11995 Haney Place, Maple Ridge, British Columbia
for the purpose of transacting regular City business.

Don Mitchell, President
Ms. Perretta and Mr. Mitchell gave a PowerPoint presentation on the Ridge
Meadows Seniors Society and how the Society advances the well-being of
adults 55+ in Maple Ridge and Pitt Meadows. Ms. Perretta and Mr. Mitchell
provided the following information:
services and programs offered
health and wellness clinic
dining options
drivers service
initiatives for 2019
communication through social media, website and the GrapeVine
newsletter
Mr. Mitchell answered questions from Council.
602 Annual Update - Ridge Meadows Recycling Society
Kim Day, Executive Director
Leanne Koehn, Community Engagement
Ms. Day and Ms. Koehn gave a PowerPoint presentation outlining the
following information on the Ridge Meadows Recycling Society:
how the society fits with Council priorities

603 Licensing Considerations – Agri-Tech Farms Ltd.
Don Schmidt, President
Mr. Schmidt gave a PowerPoint presentation on medicinal marijuana
providing the following information:
Health Canada basic licensing rules
licensing checklist for applicants
benefits for Maple Ridge
Note: Councillor Yousef left the meeting at 7:39 pm and returned at 7:43 pm
650 QUESTIONS FROM THE PUBLIC
Nathan Bonney
Mr. Bonney asked whether Open Door Church will be allowed to continue to
enter the camp to serve dinner. Mr. Bonney also enquired on the City process
to verify camp residents.
The Acting General Manager Parks, Recreation and Culture advised of
accommodations for service providers and meal deliveries to access the
camp.
The Mayor advised the identification process, as written in the legal
judgement, is being followed.
Linda Meyer
Ms. Meyer asked several questions on current and future plans for the
homeless and the Anita Place camp. Ms. Meyer asked about City action on
a tent city at 227 Street and the Haney Bypass.
The Mayor requested Ms. Meyer’s contact so that a written response can be
provided.
Dianne Guthrie
Ms. Guthrie asked about parking restrictions at intersections.
The Municipal Engineer confirmed the intersection parking regulation.

Chris Bossley
Ms. Bossley asked how many people the City believe to be homeless in Maple
Ridge and on the plans to provide adequate shelter spaces upon the
closures of the emergency weather response shelter and the Hope for
Freedom Society mat program.
The Mayor requested Ms. Bossley’s contact so that a written response can
be provided.
Grover Telford
Mr. Telford asked if Council is looking at low barrier housing as one option
towards the matter.
The Mayor advised that Council is looking at diverse and varied options.
Sonia Pereira
Ms. Pereira asked why the housing first model is not considered the right
approach by the City of Maple Ridge.
The Mayor requested Ms. Pereira’s contact so that information on the
housing first model can be provided.

Joe Voden
Mr. Voden enquired how many residents of Anita’s Place tent city were
verified and how numbers at the mattress shop exceed 35.
The Mayor responded that number verification is guided by the legal process.
Dwayne Martin
Mr. Martin asked why information on eleven fires at Anita’s Place has not
been released.
The Acting Chief Administrative Officer will follow up and update Mr. Martin.

Ivan Drury
Mr. Drury enquired to the legal basis of access to Anita’s Place and on
alternatives for low income people to access a 24 hour shelter and
community space.
The Mayor requested Mr. Drury submit the questions for a written response.
Note: The meeting was recessed at 8:09 pm to deal with the Mayor’s request that
an attendee leave the meeting and was reconvened at 8:16 pm. Councillor
Robson was not in attendance when the meeting reconvened.

801 Ridge Canoe and Kayak Club Race Course Replacement at Whonnock Lake
– Sponsorship Offer and Naming Request
Staff report dated March 12, 2019 recommending the flat-water sprint
course on Whonnock Lake be named in recognition of the sponsorship and
signage be permitted for a ten year period.

That the flat-water sprint course be named the 'Laura Rosenthal Race Course
at Whonnock Lake' for a ten-year period; and
That two name signs be permitted to recognize this sponsorship for a ten -
year period.

802 Social Housing Plan – Presentation

Mr. Elliott gave a PowerPoint presentation providing the following
information on a Maple Ridge Social Housing Plan:

BC Housing approach
additional Royal Crescent temporary modular housing
Burnett affordable seniors housing
permanent supportive housing facility

That staff be directed to forward the Maple Ridge Social Housing Plan to the
Ministry of Housing and Municipal Affairs and Ministry of Health;
That staff be directed to work with BC Housing and Fraser Health on site
identification and investigations to inform Council’s selection of a location for a
preferred permanent supportive housing facility; and
That staff be directed to work with BC Housing and Fraser Health to develop a
Made in Maple Ridge demonstration model for the Social Housing Plan.

1101 2019-016-DVP, 27134 Ferguson Avenue
Staff report dated March 5, 2019 recommending that the Corporate Officer
be authorized to sign and seal 2019-016-DVP to reduce the required
asphalt width of Ferguson Avenue.
The Corporate Officer advised that 12 letters have been sent out
requesting feedback on the development variance permit and that there
was no correspondence received in response.

respecting property located at 27134 Ferguson Avenue.

1102 2018-505-DVP, 11299 240A Street
Staff report dated March 5, 2019 recommending that the Corporate Officer
be authorized to sign and seal 2018-505-DVP to vary the rear yard setback
from the principal dwelling and to vary the required separation between
principal structure and detached garage.
The Corporate Officer advised that 6 letters have been sent out requesting
feedback on the development variance permit and that there was no
correspondence received in response.

That the Corporate Officer be authorized to sign and seal 2018-505-DVP
respecting property located at 11299 240A Street.

1103 Maple Ridge Business Licencing and Regulation Amending Bylaw.
Staff report dated March 5, 2019 recommending that Maple Ridge
Business Licencing and Regulation Amending Bylaw No. 7529-2019 to
create a category for cannabis related businesses, address the need for a
fee for the review of each application, and housekeeping amendments.

That Bylaw No. 7529-2019 be given first, second and third readings.

1104 Ridge Brewing Company Ltd. – Brewery Lounge Endorsement
Staff report dated March 5, 2019 recommending that application by Ridge
Brewing Company Ltd. for a brewery lounge endorsement as an
amendment to their manufacturing licence be supported and that a copy of
the resolution be forwarded to the Liquor and Cannabis Regulation Branch
in accordance with the legislative requirements.

That the application for a brewery lounge endorsement, as an amendment
to their manufacturing license, by Ridge Brewing Company Ltd. located at #2
- 22826 Dewdney Trunk Road, Maple Ridge be supported based on the
information contained in the Council report dated March 5, 2019.

That a copy of the resolution be forwarded to the Liquor and Cannabis
Regulation Branch in accordance with the legislative requirements.

1131 First Nation – Municipal Community Economic Development Initiative
Application
Staff report dated March 5, 2019 recommending staff be directed to work
with Kwantlen First Nation on a joint submission to the First Nation-Municipal
Community Economic Development Initiative to facilitate work on joint land
use planning and investment attraction around the Kwantlen First Nation
lands east of 240 Street.

That staff be directed to work with Kwantlen First Nation on a joint
submission to the First Nation - Municipal Community Economic
Development Initiative (CEDI) based on the program information attached to
this March 5, 2019 report; and further
That the Mayor provide a letter in support of the application to the CEDI.

1151 Joint Youth Planning Table Recommendation
Staff report dated March 5, 2019 recommending that the City of Pitt
Meadows be invited to join the Youth Planning Table, that the terms of
reference be amended to include Pitt Meadows members and amend the
name of the planning table, and that a cost sharing arrangement be
developed should the City of Pitt Meadows accept the invitation.

That Maple Ridge Council invite the City of Pitt Meadows to join the Youth
Planning Table to establish a Maple Ridge & Pitt Meadows Youth Planning
Table; and
That the Youth Planning Table Terms of Reference be amended to include a
voting Council liaison, a non-voting staff liaison and members at large from
the City of Pitt Meadows, and that a cost sharing arrangement be developed

Councillor Meadus spoke on the development of the Maple Ridge Social
Housing Plan.

Councillor Svendsen
Councillor Svendsen attended the Library Board planning meeting and the
Agricultural Advisory Committee meeting. Let’s Get Farming event is
scheduled April 4, 2019 in Council Chambers.
Councillor Duncan
Councillor Duncan attended the BC High School Curling Championships at
Golden Ears Curling Club. She visited a local University class to speak to role
of local government and attended the Alouette Addictions Drag Show.
Councillor Dueck
Councillor Dueck attended the Metro Van Regional Planning Table and the
Social Policy Advisory Committee.
Councillor Yousef
Councillor Yousef attended the Ridge Meadows Seniors Society board
meeting and the BC Economic Development Association Summit. He
attended the Repair Café and the ARMS OWLES community workshop and
fundraiser.

Mayor Morden acknowledged the role of staff at the St. Anne camp and the
work undertaken in short order by the Acting Chief Administrative Officer.
